  5. Regulatory capture exists in every industry which has regulation, and should surprise no one. For one thing, how would a layperson **UNDERSTAND** the industry they’re trying to regulate without having firsthand experience and knowledge of that industry? For another, who else has a prevailing interest in applying political leverage to ensure that the regulator is aligned with their interests?
